To eliminate these problems seal it with a coat of shellac first and then use your chalk paint.
First clean the stained surface with soapy water to remove any dust dirt and cobwebs.
Then dip a rang.
Sand any areas that feel rough and you re done.

Next to dull the stain lightly sand the surface with 150 grit or finer sandpaper moving in the direction of the grain.
And if you use a water base poly on top to seal it it may give you a crackle affect which you may or may not want.
